What she didn’t realize in saying this, is that she had just provided proof that Noynoy indeed adds or delists those legislators listed by the National Bureau of Investigation (NBI) investigators, which means it is Noynoy who decides on the final list, i.e., who to charge and who not to charge.
It is then clear that it is Noynoy, known for his vindictiveness when it comes down to his targets, who would be his, and his Liberal Party officials’ political foes, but extremely protective of his KKKs, who decides which political foe he wants destroyed, or saved — evidence or no.
It also has to be recalled that in the case of the third Noynoy crone, Commission on Audit (CoA) chairman, Grace Pulido-Tan, she admitted publicly that she had sent Noynoy the CoA special audit report on the Priority Development Assistance Fund (PDAF) or pork barrel, of legislators, two weeks prior to her “kahindik-hindik” special audit, which noticeably, had simply no thorough auditing done at all for Nonoy as a legislator, nor for Mar Roxas or even Chiz Escudero or Frank Drilon, with the other allies audited on the basis of merely 10 to 20 percent, yet the three key opposition senators were audited 100 percent.
Her excuse for the poor, unfair and partial auditing procedure was that the Department of Budget and Management, under Butch Abad, failed to submit the documents on the releases of the pork barrel of these allies.
In essence, her clearly half-baked and partisan audit, was conducted in collusion with Noynoy and Abad, considering the fact that every Special Allotment Release Order released by the DBM, auditors are given a copy. In which case, if the audit was done properly, fairly and impartially, she could have obtained the SARO copy from her auditors. She did not.
This in turn means that Tan, along with her CoA, which is a constitutional office, has no business sharing in advance an audit report to the executive, or specifically to Noynoy and his circle of allies in Malacañang, to delist the names of his allies who also had questionable disbursements and ensure that the three opposition senators will be tried by publicity and deemed guilty by the public.
Recall that Tan stated in her press conference that her CoA report had been validated by the Inquirer reports on the pork (?!), which the newspaper, for months, made the three already guilty via trial by publicity.
And yet, Tan admits, months after the special audit release, that her audit showed that at least 300 legislators in the years 2007 to 2009, had questionable disbursements. Yet only the opposition legislators were targeted by CoA and De Lima, and no doubt, Noynoy’s Ombdusman? What happened to some 280 or so legislators in the CoA audit?
Neither, for that matter, should De Lima have given Noynoy a list from the second batch, since Noynoy keeps on claiming that De Lima and the NBI are conducting their probes without any interference from him.
That’s another hypocritical statement, considering that indeed, he had delisted some of his allies from the first CoA list and again, in the second batch. And there is proof of this, too.
Recall that when the NBI complaint was submitted to the Ombudman, Benhur Luy’s lawyer, Levito Baligod, expressed surprise at why there were no senators charged in the second batch, when he obviously knew beforehand that some senators were included in De Lima’s second batch of legislators.
The answer is obvious: Noynoy, who had an advance copy of the De Lima’s list, had delisted the senators, who are of course his allies, which is why no senator’s name appears in the second batch of legislators.
As for the talk of Noynoy including Biazon in the list, this could only have been done to alter the public’s perception and anger at the Palace’s selective mode of charging only his political foes, yet protecting his allies. Biazon was included for this very purpose, but as he is an ally of Noynoy, all he is being charged with is graft or kickback, or malversation of P1.9 million, all throughout his nine years as congressman. (!!!)
He gets off easy, as all his allies will as their charges are bailable, but not for the opposition senators who are his political foes.
No wonder God does not hear his prayers. God does not care for hypocritical pharisees.
