But 19 gov't agencies get negative ratings

MANILA, Philippines - Majority of business executives said the Bangko Sentral ng Pilipinas (BSP) is the top performing government agency.

The BSP received the highest marks in the Makati Business Club second semester Executive Outlook Survey, with a net satisfaction rating of 95.4.

MBC executive director Peter Perfecto said the BSP continued to be the top government agency in the survey because of "its role in helping maintain macroeconomic and financial stability in the business environment that supports sustained growth necessary for inclusive development."

The survey showed 43 out of 63 government agencies received positive net satisfaction scores. It was conducted from July 1-25, 2014, and participated by 65 senior business executives representing 8.8 percent of 736 individual MBC members.

The Department of Tourism ranked second with a net score of 81.6, on the back of its successful "It's More Fun in the Philippines" campaign.

In third place was the Philippine Economic Zone Authority, with a net score of 80.

State weather bureau PAGASA ranked fourth with a net score of 72.3, followed by the Securities and Exchange Commission at 5th place and Department of Foreign Affairs on 6th place.

The top 10 also included Department of Health (7th), Office of the Presidential Adviser on the Peace Process (8th), Department of Finance (9th) and Philippine Statistics Authority (10th).


Perfecto said PAGASA showed improvement in disseminating accurate weather forecasts, while OPAPP received high marks for the signing of the Comprehensive Agreement on the Bangsamoro.

Meanwhile, the Office of the President dropped to 36th place in the survey, with a net satisfaction rating of 26.1. The Office of the Vice President also dropped to 33rd place this year, with a rating of 27.7.

During the survey period, there were several events that affected the businessmen's perception of government agencies, such as the Supreme Court decision on Disbursement Acceleration Program; probe on rice smuggling; typhoon "Glenda" that caused power outages.

Worst performing agencies?

On the other hand, 19 government agencies and institutions received negative net satisfaction scores, including the Senate, House of Representatives, Department of
Agriculture, Office of the Presidential Assistant for Rehabilitation and Recovery, the lower court system, Philippine National Police, Department of Transportation and Communications, Bureau of Customs, Department of Energy, and Commission on Appointments landing at the bottom 10.

The Senate received the lowest score with a -67.7, while the House of Representatives scored -66.1.

The DA received a score of -63.1, amid the probe in rice smuggling and the soaring price of garlic in July.

The DOE also got a negative score of 40, as power outages hit Metro Manila and parts of southern Luzon after typhoon "Glenda."

The DBM, which is at the center of the DAP controversy, also saw its rating drop to -30.8.
