A close Malacañang ally in the House of Representatives is questioning Senator Nancy Binay for allegedly realigning her P300 million pork barrel fund to an agency headed by her father, Vice President Jejomar Binay.
Caloocan City Rep. Edgar Erice said he considers the senator’s action
as a strong argument that is supportive of the anti-political dynasty
bill that he filed before the Lower House.
Erice, a member of the Liberal Party, has been batting for the swift passage of House Bill 3587 or the anti political dynasty measure that has strong constitutional support. He has called on President Aquino to certify the bill as urgent.
“This only shows how the so-called ‘monopoly’ in politics by certain families can be used to divert funds for their own interests. It’s about time to let political families know that government service is not a business venture,” Erice said.
Citing reports, Erice said the young Binay, a neophyte in the Senate, sought the allocation of an additional P300 million to the 2014 national budget of the National Housing Authority from P10.952 billion to P11.252 billion.
This, after the senator decided to give up her R200 million priority development assistance fund.
She reportedly sought the additional R300 million allocation to finance the NHBA’s quick response fund.

Erice said the P300 million allocation for the alleged “quick response fund” has not been reflected on the NHA budget.
Instead, the money was allocated to the ‘central office” while the remaining P10.952 billion will be distributed among the regions.
Erice said it was thus concluded that the P300 million allocation sought by Binay was considered a pork barrel fund because of its lump-sum nature.
The realignment, Erice said, can be viewed as a direct contravention of the Supreme Court’s ruling in the case entitled Lawyers Against Monopoly and Poverty vs the Secretary of Budget and Management.
According to Erice the vice president is at the helm of NHA.
“Ito ay maliwanag na palusot. Ito din ay isang halimbawa ng dinastiyang tinatrato ang public fund as personal money at ang public service as a family corporation,” said Erice.
The Caloocan solon said the Binay family is considered among the powerful political dynasties in the country with the vice president on top.
He also admitted that HB 3587 may also affect the family of President Aquino but he expressed confidence that the chief executive “will heed his proposal and uphold what is morally upright.”
